Structure and Responsibility The EH & S Management System should be made clear to all levels of the organization with commitments from all the relevant personnel, who are responsible and accountable for the EH & S performance and activities being carried out as per Planned arrangements and within the scope of their responsibilities. The roles and responsibilities of key personnel are as follows:



1. Project Manager/ Resident Engineers

He is responsible for

• Overall management and control of the project team to achieve project Safety objectives and targets in an efficient and cost effective manner;
• Project strategic/ execution Planing and control (e.g. Planing and scheduling, cost / change control, progress measurement and status reporting, etc.);
• Interface control and coordination;
• Implementation of project Safety Programme;
• Allocation of resources and assign priorities for the implementation of Safety Programme;
• Identify, define, implement and monitor the project Safety requirements;
• Ensure that accidents and occurrences are reported immediately;
• Promote and communicate Safety performance expectations to the entire site team.
• Pecognize outstanding Safety performance in order to increase commitment and participation.
• Monitor customer feedback / complaints and ensure action has been taken in timely manner;
• Track and direct the corrective action and preventive action process and follow-up activities.
• Managing interfaces with client, local authorities and sub-contractors.

Safety Engineer

He is responsible for

• inspect the site and make spot correction of Unsafe condition and Unsafe Act;
• conduct periodical inspection by using the checklist;
• take suitable steps to eliminate your findings;
• organize Toolbox talks;
• organize Safety Committee and meeting and organize Safety Committee inspection;
• record the minutes of the safety committee meeting;
• maintain records of First-aid cases/ incidents/ accidents;
• investigate all accidents and recommend action to be taken;
• discuss the accidents in the Safety Committee meeting;
• arrange for the display of Slogan/ Posters;
• organize Safety promotion;
• Programme the requirement of First-aid, Fire extinguishers and PPE;
• organize Safety Training;
• prepare Monthly report and submit to R O and Client.

Project Engineers/ Site Supervisors

They are responsible for the Safety of their crews and to;

• implement immediate action to correct reported or observed unacceptable Safety conditions and/or behaviors;
• conduct ongoing assessments of the work areas and take necessary corrective actions to eliminate unsafe practices, conditions and/or behaviors;
• participate in jobsite Safety audits and Safety assessments, as required by the management;
• participate and contribute in the Safety meetings;
• conduct accident investigations and prepare required reports;
• assist in the implementation of the site Safety Programme;
• enforce Safety related work rules and take action to ensure compliance;
• evaluate the Safety performance of assigned employees and report finding to the Resident Engineer;
• participate in pre-job Planning and Job Safety Analysis (JSA);
• conduct drug and alcohol fitness for duty observations where applicable;
• attend Safety training as required by the management.

Subcontractors

Consistent with contractual obligations, subcontractors are responsible for the following:

• implementing a site-specific Safety Programme;
• actively participating in the Accident free philosophy;
• providing a safe and healthy working environment for their personnel;
• attending subcontractor pre-mobilization meeting, and other meetings held by the site in the interest of Safety;
• ensuring new employees’ attendance at Safety Induction sessions and specialized training sessions;
• conducting daily and weekly assessments to monitor compliance with safety requirements;
• jointly conducting accident investigations of accidents/ incidents/ near miss incidents with Safety Engineer;
• complying with the training and medical requirements of the site;
• actively participating in safety committee meeting.

Site Employees

Employees are responsible for the following:

• accepting individual responsibility for their own safe behavior;
• maintaining proactive role in the implementation of the site Safety Programme and the Accident free philosophy;
• working in a safe manner at all times;
• learning and abiding by Safe practices and procedures applicable to their work tasks and for reporting substandard practices, conditions or behaviors to their supervisor. Promptly reporting injuries to their supervisor and safety engineer;
• making Safety suggestions;
• refuse to undertake jobs he/she does not understand or deems unsafe.

SITE SAFETY ORGANIZATION

Consistent with contractual obligations, subcontractors are responsible for the following:

• implementing a site-specific Safety Programme;
• actively participating in the Accident free philosophy;
• providing a safe and healthy working environment for their personnel;
• attending subcontractor pre-mobilization meeting, and other meetings held by the site in the interest of Safety;
• ensuring new employees’ attendance at Safety Induction sessions and specialized training sessions;
• conducting daily and weekly assessments to monitor compliance with safety requirements;
• jointly conducting accident investigations of accidents/ incidents/ near miss incidents with Safety Engineer;
• complying with the training and medical requirements of the site;
• actively participating in safety committee meeting.

Site Safety Organization

One Safety Engineer:
They must have completed Bachelor Degree or Diploma in any Engineering and Diploma in Industrial Safety.


Safety Steward:
They must have completed atleast Secondary School education and have adequate experience in Construction Safety. Number Safety stewards will be increased based on the site strength @ one per 250 site strength.
